After the revolutionary year 1848, the Austro-Hungarian Empire realized the importance of Pula's harbor and started an intensive development of a huge naval port and shipyard. The harbour is 8,6 km² big, and it was half commercial and half military harbour, declared 1866 to main naval port of the Austro-Hungarian monarchy and a fortress of the first rank. In the harbour was Naval Academy, Hidrographic Institute, Artillerielaboratory, Arsenal, Shipyard, Submarine station and a base for hydroplanes founded 1911 on the St. Catherine island.
